I believe the issue comes from the fact that your joystick haven't been properly calibrated. Here's what to do to calibrate it:
Open VKBDevCfg, navigate to Tools tab and press the big square Default button.
After the joystick restarts navigate to Test tab, then Axes tab and press the Start Calibr button. Move your joystick along the pitch and roll axes, twist it back and forth, push the mini-throttle up and down, press on the center button of the ministick (A1) - when the small LED on the head of the grip comes red it means the ministick is in axes mode: move it in all directions.
When you're done with all this press the End Calibr button, the joystick will restart and you're ready to play.

I found the sensitivity control in MSFS and am working on that now . . . not quite there yet.

That setting won't do much to an uncalibrated device.

Sensitivity does not solve my problem of "herky-Jerky" flying. The elevator and rudder seem almost to have a delayed reaction after moving the stick . . . then it kicks in way more than I intended.
when flying up, for example, as I move stick forward, nothing happens then all of a sudden the plane pitches down drastically. Can anybody offer solutions?

Please post a screenshot with Profile/ Axes/ Physical axes and Logical axes.

Previously I calibrated the stick, using the VKB YouTube video. I will try it again using the method you mentioned.

Here are two more screenshots. The throttle is, for some reason, backwards. I remember at some point clicking SOMETHING to reverse it, but now can't remember where I found it, and how to set it back properly.

Those screenshots doesn't help. Click on the Profile (not Test) tab, then on the Axes tab, then on the Physical Layers tab, then on the Logical layer tab.
And reset those sensitivity settings in game, they look awful. You shouldn't even feel the need to touch those with a proper calibrated device.

Fallout 9 ,

This is a screenshot I tried to send earlier. (1) Are the time delays (and everything else) set properly?
(2) How to I switch from the MSFS game to VKB stick adjustments without having to shut the game down completely? Isn't there a way I can simply "minus" the game to bottom of screen while I work on stick calibration, etc.? Thereby saving the time for the game to cycle all the way back on?
