Adjusting encoder output

For instance, DCS F-86. I use my Gunfighter stick top HAT U/D for gross elevator trim, when I really need to move it. Then I have the pinkie encoder on my STEC's throttle also set to trim that I use for fine tuning. This works great for me except the encoder "pulse" is just a little too short and requires quite a few inputs to get a result. Is there a way to program it so the the pulses last a little longer so I can fine tune a little more result from each click?
