Having a button react to multiple subshift modes?

I have a mode switch set to cycle between subshift 7, 6, and none. I would like button 3 to have a different button assigned for each of these 3 states. How can I do that? ButtonS doesn't have the type drop down anymore that let you select "Multi".
Seems like this makes subshifts kinda useless unless I'm missing something.

ButtonM & ModalSwitch inherently has a more powerful and more flexible shift mechanism , so :
