Could you please explain if VKB-SIM has any relation to the modern Russia as a company or it is Chinese?

No relation with Russia, no tax being paid towards Russian government, no Russian company. VKB is an international company with head office in China. The employees are from China, Germany, Canada, US, Russia, Israel, Netherlands etc.
