T Rudder output at axis extreme

Hello,
Is it possible to configure the T-rudder to always send output continuously rather then only when a change is made in the device?
I will explain the problem i am trying to solve:
In star citizen when i spawn a ship while already having my foot down on the pedals the game will not register the pedal position and nothing will happen until i release the pedal and move the axis again. I would like for the controller to keep sending signals in this and similar situations.
Is this possible?
