Encoder with speed based output?

I'd like to set up an encoder on my nxt to output as normal (2 directional dx outputs) when spun slow, and output to two other outputs when rotated at a higher speed. Can this be done?

More detail: I'm trying to use the wheels for course and heading on the hsi in falcon bms. There are binds for 1x and 5x. 1x is too slow, but 5x won't show fine control when needed. What would be really nice is if it could act like the mouse wheel in this situation, which seems to switch between 5x and 1x depending on how fast you spin. Mouse only works if you hover over the knobs so controlling that won't help. I don't see how an axis would perform this function either.

Any thoughts on this one? I would find this very helpful as I was never able to find a solution to this similar issue.
