How To Fix VKBdevCfg “Device cannot be opened” message

Question: I am getting a “Device cannot be opened” message upon trying to run VKBdevCfg. What does this mean?
Answer: Re-run VKBdevCfg as Admin, and ensure that no other gaming device software is running in the background; it seems that some of those (e.g., Logitech, Saitek, or RAZR gaming mouse software) ‘blocks’ the VKB devices from communicating; please disable these other tools for the time being
