#POV is not there anymore

I'm following a tutorial how to change the ministick to have no POV function.
He can just set up the joystick that it has 0 POV's,
As seen on this screenshot in the USB HID Controllers section.
I do not have that section.
I have a newer FW installed, should I install a older one?
