Rudder Mk.V - mystery items with the kit

Hey guys, I've just altered my new mk.V rudder pedals to the firmer setting whilst following your video guide for the mark IV version. All worked out well and it's now feeling so much better for a heavy footed brute like me.
...I'm just left wondering what is this plastic bar for? And what's the go with those two tiny black screws?
