Attempting to use the button wizard, and it looks like at least a portion of it is hanging off the edge of the screen. This is consistent after restarts and on two different monitors. Always appears in the top left and with the top bar of the wizard off screen and inaccessible, and thus unable to click and drag off. I'm not certain 100% this is the case, as I've never been able to use the button wizard before this started, but videos I've seen imply there is more, and the fact I cannot move the independent windows alludes this as well.

Try to delete zconfig.ini in the same folder with vkbdevcfg.exe.

Actually will say, because I attempted this before when you first posted and simply forgot to respond, doing it again now I've found a very janky work around.
Open VKB program - > Open button wizard - > Change resolution to something lower - > Revert to old resolution - > Repeat 1-2 times - > Drags the top bar to just BARELY the top of the screen, where I can drag it down.
Temporarily resolved I guess? Very obtuse method, and would prefer to find a more permanent and less janky solution.
EDIT:
Just to confirm before it's marked as solved, this is a method I have to perform EVERY RESTART of the program. Does not stay down where I can reach it.
