I will try the 2 black box method each for rudder and SCG/GF3 combo. Unfortunately, I did use Windows to test function in W10 "controller settings", but cannot recall calibrating the device in Windows. If I had, what is the process to restore RegFile? Thank you for your patience.

Using just the joy.cpl tester is fine; only in case you calibrated with it you should make and run the reg file. That means clicking the button in VKBDevCfg, navigating to the folder where the VKBDevCfg is stored and running the reg file from there.

The SCG and base are operational now, the T-Rudder not so much. Using the T-link manual, I tried to flash, but no green light and "need to be calibrated" popup, so assuming the rudders are already flashed. Using separate black boxes. In Joy Tester, the upper graph is blank. Pressing pedals in config and JoyTester no response.

Connect the rudders to black box and the black box to computer USB port.
Open VKBDevCfg, if the rudders are listed in the device list click on the Tools tab, then on the Default button.
After it restarts click on the Test tab, then on Axes1 tab.
Click on the Start Calibr button and press slowly the rudders left and right.
When done click on the End Calibr. button.

No luck. I get no movement on screen, only a rapidly blinking blue LED on the newer black box. I need to clean around the mars sensor now.

I'll flash both rudder and joystick on the same black box and see how that does.

Not sure what 'cleaning around the mars sensor' means and too scared to find out :))))))))) Seriously, don't do that, no need.
You have 2 options at this point: flash the rudders' black box with the right firmware or simply plug the rudders together with the base in the other black box and recalibrate both joystick and rudders at the same time. The second option doesn't require any flashing - just plug in and calibrate.

I am unable to calibrate in Config or T-link. Windows is no longer an issue as I reset and put DCS on a separate drive. The rudders were purchased off Ebay used from Oklahoma in 2016. Just now finishing up a cockpit after retiring from my mariner career. This has to be a connection/power issue. The device is recognized in config and T-link only no rudder movement is detected. Mars sensor connection?

Connect the rudders to their own Black Box, launch VKBDevCfg, take a screenshot of the whole window and post it here. Also take a picture of the rudders and Black Box and post it as well.

Please find attached a resized hardware photo and a screenshot. Rudder connects to Mk2 blackbox, joystick to the earlier version. Pedal movement has no effect in calibration Configure or T-link mode. The SCG and GF3 work 100%. I have a few years electronics training and might take a peek inside the rudder if need be.

That's a really nice setup you got there! But I can't quite read the device list; could you post the second picture again, at a better resolution and cropped on only the configurator window?
I can also see you have 2 Black Boxes; I presume the black one serves the SCG/GFIII and the orange one the pedals, right?

Looks good. Press the End Calibr button, then Default button, then Start Calibr button. Press on the rudders left and right slowly, a few times, then press the End Calibr button. Is it working now?

No, the cursor never moves from the middle.

Stay in Test/Axes, unplug the rudders' Black Box from USB, disconnect the rudders from their Black Box and plug them in the other Black Box. Is any slider moving on the screen?
