Vk-Sim Gladiator Mk II button mapping changes

Playing Elite Dangerous, my primary and secondary firing buttons keep changing from 16 and 20 respectively, to 14 and 18 -- and then back to 16 and 20 a few minutes later. In game, I have to go to options and reset them. At first it was only every few weeks and now it is constantly in game. I thought it was an issue with my game, but I downloaded the VKB config tool and I've even seen it happen there with the test utility. Any idea what could cause these buttons to report themselves as something new, then back again periodically? No issue with any other buttons are axis.
