This may have a tie-in with my previous issue (it is still on-going, as I try to find ways around yet more issues), but I am having trouble getting my right stick to be detected by my desktop.
I have re-flashed and calibrated both joysticks on a separate machine, and when reconnected to the primary only the left stick is detected by Windows. The right joystick is undetected, but is receiving power and potentially signal. The LEDs on the stick and blackbox light up, but only VKBDevCfg is able to detect it. Sadly, my VKBDevCfg is still affected by Application Hang (Error 1002) errors so other than detecting the stick exists, the program is unusable.
Device Manager only shows HID-compliant game controllers, with one HID-compliant device (?) which may be a leftover bad configuration stub?. If someone can assist me in finding the assigned device GUIDs or Registry Hive UID's so I can purge them, that would be helpful. As it is, I do not know how to see the GUID/UID of a non-detected device.
I have tried various USB ports on my motherboard but to no lasting success. The one time that the right stick did appear in windows, the USB link was quickly broken for some reason and the device was no longer detected.

And if you leave only one connected - or right or left? What happens then?

If I have only one attached, such as the right stick - it will nearly always have a slowdown issue and most times it will end with an apphang. The left stick is the same way, but the slowdown will continue for a longer time before apphang. Sometimes the configurator will apphang with nothing even connected, but that's not very common.
Weirdly enough, both sticks were behaving for these screenshots in the configurator. Maybe it was because they have been plugged in all day while I set up more Elite bindings because I just wanted to play? So far, I have left them unattached to the system and only connect them when I plan on using them.

Let's try it differently:
1. connect only the right base and show the Test-External Devices tab.
2. connect only the left base and show the same tab.
3. turn on both bases and show two more screenshots of this tab when you alternately select each base in the configurator.

It remains only to determine the version of the boards of both bases. For this you need a photo. It may be enough to unscrew the bottom plate and take a photo. The reason is visible, but you need to choose the right path to solve.

Since it seems that this problem is solved in that the right stick is now consistently being seen, I opened the base anyway and checked for cable issues. All cables and their jackets are intact with no damage, and they are firmly seated. The PCB's also so no sign of damage, tin whiskers or debris.
Thank you for providing assistance with this, as I spent a day and a half trying to get the right stick to be seen only for the issue to either be solved in another way. I do not know if it was due to other actions that were undertaken or if this intersects with another issue, but I will be once again reinstalling my OS. I am hoping that the VKBDevCfg apphang issue can be solved next.

I have not advised you to check cables and contacts. You only need a photo of the base boards, where the version is visible.

Just wanted to check the obvious things first.
Check to see if you have any software called anything like "Driver Updater" or "DriverReviver" on your PC. I work at a PC repair shop and this is the biggest culprit for my customers where USB devices randomly stop working. Its unwanted software that claims to update drivers, but simply breaks things at random (especially when you first plug them in) and asks that you pay $29.99 to "fix" them.
If you don't have unwanted software interfering, I'd check the windows Device Manager to see if Windows can see the stick, or see an "Unknown Device", or some other driver issue. If it can be seen by windows, forcing it to uninstall and checking the option to "Delete Drivers" might get Windows to put everything back where it needs to be for the stick to work.

The problem does not seem to persist at this time. The VKBDevCfg-C program is still affected by 0xc0000005 and Application Hang errors.

I'm starting to suspect the USB bus might be the culprit.
If you ONLY plug in the Right joystick, is it recognized?
Also, what version of windows are you running, and is this a desktop or laptop?
If desktop, I'd consider buying an inexpensive USB expansion card, something that would plug into the motherboard and give you more USB ports. My hypothesis is that there is some sort of compatibility issue with the USB chipset on your MB.
