VkbDevCfg is unusable with >100% Windows UI scaling

The VkbDevCfg windows appear to start big and then auto-crop themselves according to some formula on initial startup, and cannot be resized. This is a problem if one is using Windows 7 (and I assume later) UI scaling to make the icons and text bigger on a high-dpi monitor. The controls will scale like they're supposed to, but they then go outside the bounds of the window and since the window cannot be scrolled or resized many UI controls become inaccessible. I've attached a screenshot of what this looks like.
I only tested the 125% scaling option that I normally use, but the 150% option presumably exhibits this behavior as well. The application works fine at default 100% scaling, but since changing the UI scaling factor requires logging out it isn't a great workaround. Would be nice to see this problem addressed in the next build.
