POV Switch

Currently the hat switch on the fat black mamba is not being picked up by x-plane unless I make the hat switch a button. Is it possible to have it set up as a both pov switch but also produce a button press?

Yes it is.
First of all I think you know about VKB Device config utility and can use it. If no look here http://forum.vkb-sim.pro/viewtopic.php?f=15&t=2112.

To set Hat switch as button set or POV use SHIFT function. I use red pinky switch (line#27). Run VKBDevcfg.exe. Open Profile - Buttons - Physical layer tab. Check Poll to see line number of pressed button. Press pinky switch. Press cell #27 and select Shift function from combobox in Button mapping wizard.

Momentary mode works similarly to keyboard shift, while Alternnate - as CapsLock. Pres Set to save changes to controller.
Hat switch really consists of 4 buttons. Up arrow button has line #28. Press cell #28 on Physical layer tab. Button mapping wizard appears. Check Use Shift 1. Set unused line number for shifted hat position. #48 in my example. Select HAT from combobox and press up arrow. With this configuration up direction of hat switch will work as button #28 and with pinky switch (Shift) pressed it will work as up arrow.

Press cell #29 (lefr arrow). Set this line as Left HAT arrow with virtual line number #49.

Set lines 30 and 31 as down and right arrows with shift pressed.
Open Global - Common tab and set desired HAT number, at least 1. Press Set button. Now you can test your new configuration. I recommend to save it to file (Save button on Action tab).

PS
If you do not want to use Shift function, you can create two configurations. One with HAT as buttons and another as POV. For POV open Button mapping wizard, uncheck Use Shift, select POV switch from combobox and set desired arrow.
For buttons do as in my first example, but uncheck Use Shift and do not configure shifted lines #48, #49 etc.
Save both configurations and load desired from file (Load button on Action tab).
