4way ministick won't shift?

My problem is pretty much the same as mentioned in this thread:

However the solution described doesn't seem to work.

I set my ministick to LoRes4W:

Then I edited button 41 to add a value for Shift1:

I assigned these buttons to keys, 'i' and '1'.

However, using shift doesn't seem to affect the button selection.
Button 11 is my shift button.
Here is what I see when I hit shift-UP on the ministick:

The shifted button, #49, never triggers, it's always the base #41.

This technique does work with any other discrete HAT, or any other button. I can get shifted states.
Only the ministick has this problem.
Did I forget something? Is there another way to make this work?

Seems like this could be a known issue, though it may have worked in the past.

In any case, I was able to make it work by using a bunch of AND gates in the boolean section.

Buttons V bypasses anything on the physical layer. That is what the V means. The fact that it did not bypass them in some earlier firmware versions was technically a bug that has been fixed, but the bugged behavior is so useful that there is already a feature request to bring it back:
