It's a relative or accumulative axis. You may have to reset it to zeros on both axes (short center press) before switching modes to POV...?

If I recall correctly yes there is a setting available for the tempo. But I think it might just be one setting for all use of tempo not per button.

That was described in the software manual. I'm not where I can look for it right now though.
