Aren't we talking about the Gladiator MKII? If so only your last suggestion is applicable. I guess we could also remove some of the default grease which is high viscosity to provide some dampening. Or clear it* all and apply something less viscous.

Uhm, check the response curve of that axis. If even a high deadzone doesn't solve the issue then I think the problem is that the response curve have a "Saturation Y" that doesn't go up to 100%. Exemple here :
