When I made my screen shots I realised I have mixed up the POV1 & POV2 settings. Once I fixed that it is working correctly. Sorry to waste your time, I thought I had checked everything before I posted.

Thank you for the quick reply. Attached is the screenshot. As I mentioned in my original post, the rudders are working but not visible in the connected devices or in T-link, which I assume means it can't be set to virtual toe brakes. Screen shot with ALT+F11.
